***This deck only works if you play according to the guide. Mulligan for Innervate, 0-mana, and 1-mana cards. You must play each card as you draw it. Attack board until one of your taunts stick.
You can replace 0, 1, 8, 9 mana cards with the best cards you have. The rest you should keep.
Overview
The logic behind this deck is simple. Only include the cards you want to see at each mana level and fill the rest of the deck with 0-mana and 1-mana drops.
Clockwork allows you to get rid of the RNG associated with card draw. The key to this Tavern Brawl is to limit your deck to the specific cards that you want to draw at each mana level. We do this by only including 1 or 2 of each card at important mana levels and dumping a bunch of unimportant cards in less important mana levels.

Filling out the Deck
Drop as many basic 1-mana cards as possible and replace them with better 0, 1, 8, 9-mana cards. You can increase the already high win rate of this deck with a handful of better cards.
0-mana - Add in all of your 0-mana cards and mulligan for them.
1-mana - Add in one or two sets of your most powerful 1-mana cards. Argent Squire and Worgen Infiltrator are the best.
8-9-mana - Add in any Epics or Legendary cards that you have in your collection. The more cards you can add in this mana level, the better. It will allow you to play high level drops if you don't get a C'thun kill. 8-mana drops are the best because they allow you to use your hero power as well.
2, 3, 4, 6, 7, 10-mana cards are the important cards. Don't add any other cards with these mana.
Mulligan Guide
Mulligan for the 0-mana cards. If you have none, mulligan for the 1-mana cards.
Strategy
Very simple. Play the card that you draw each turn. Try to maintain board control. When your taunts come out, you can do face damage and let your opponent exchange minions. \
It is the same drops every game. Play smart and maintain board control.
Other Replacements
2, 3, 4, 6, 7, 10 should not change. There should be no other cards with those mana values.
4's and 5's can be changed out if you don't have the cards, but you need something strong.
7's can be altered a bit too, but the taunt at 7 is important. You can also throw in a Twin Emperor Vek'lor with the Bog Creepers

Are you playing it right? You need to mulligan for the 0 and 1 mana cards. Then play the cards exactly as you draw them

Yes, I left them out because it is a budget deck. You should add in all of your 0-mana cards.

Very strong even verses other C'thun decks. Changed the filler cards around a good deal. I know this is a budget deck, but these cards are not hard to get or are basic.
2X Innervate
2X Moonfire
1X Target Dummy (only had one)
2X Wisp
2X Claw
1X Living Roots (also only had one)
2X Naturalize
2X Abusive Sergeant
Keep one taunt minion (Dark Arakkoa is best) and low drops in hand. Really the sergeant is the only thing not worth keeping. Used a Doomcaller for my 8 drop, but only used it if I still had two taunt creatures out. The weaver will bate out their one piece of big removal every time. Then they cry as three to four turns of big taunt creatures roll out. Also, North Sea Kraken wins games.
The zero-mana drops are a great idea for filling the deck and going for the mulligan. I love it!
