This deck is utilizing synergy from taunts, using Finley and Justicar to create copy after copy of taunt totems, along with face damage comparable to traditional Pirate Warrior. Frothing Berserker adds an additional win condition when it is played behind taunts.
Mulligans:
Always Keep Sir Finley Mrrgglton. Keep Youthful Brewmaster only if you have Finley.
vs. Aggro/Pirate: Keep Small-Time Buccaneer, N'Zoth's First Mate, Protect the King!.
vs. Control/Reno Keep Dirty Rat, Fiery War Axe and a one drop (pref Finley).
If you have a playing hand and you have the coin, you can keep Justicar Trueheart as well.
1-3: Drop pirates to harass face/board. If you have Finley and a Brewmaster it's alright to try for the hero power. Don't throw away your minions, make smart choices with trades or just go face. 4-5: Dropping taunts in front of your board. You are going to want to drop Frothing Berserker as soon as you can get him behind a taunt. 6-?: Vs. control-type decks you're going to want to play sparingly from your hand, avoiding as many big clears as possible. If (when) you get the combo, start putting as many totems into play as you possibly can. Let them waste their removals on lesser minions, if you get within reach, use Bolster like you would Savage Roar or Bloodlust.
If you are running into a lot of Doomsayer, you may want to trade Dirty Rat for Execute.

Any replacements for garrison commander?
Tbh I thought about this again, GC is already on curve, given it's a 2/3 for 2. Considering the idea behind this deck is to push that button for value as much as possible, I can't really recommend playing another card. (If you absolutely have to look for a 2 drop that plays well in pirate decks)
